Location: KDA Headquarters in Manhattan, Kansas.

Position Summary & Responsibilities:

This position will be required to make travel arrangements for DWR staff upon request, including in-state and out-of-state travel, airline, hotel accommodations and related arrangements. Plan and maintain an adequate supply of office materials and supplies for KDA-DWR headquarters and field offices. Schedule service for maintaining DWR vehicles in good operating condition. Assist and provide guidance to agency staff with preparation of travel expense vouchers and expense reports. Collect electronic and paper documents from staff to insure proper submittal of vouchers, purchase orders, time and travel items, etc. Generate purchase requisitions to encumber the funds for travel expenses and supplies. Finalize travel vouchers upon completion of travel. Secure authorizations for pre-travel and post travel. Enters data into the Statewide Management, Accounting, and Reporting Tool (SMART).

This position will verify and enter data into the Water Right Information System (WRIS) database. Evaluate data entry documents for accuracy, consistency, completeness, and reasonableness. Scan and store documents into the agency’s document archival system (Docuware). Perform various clerical work under the general supervision of the KDA-DWR Chief Engineer and Program Managers. Work requires well developed communication skills, both oral and written.

This position will assist with directing telephone calls for proper routing to ensure that the agency is responsive to customer service requests. Courteously and professionally greet customers on the phone. The incumbent must develop and maintain a detailed understanding of agency programs and personnel to effectively refer the public to appropriate staff for timely assistance.

This position will prepare packets and other mailings for water right holders, the public and other interested parties. Help process Agency mail.

** This position has the opportunity to telework per guidelines of the Telework Policy of the Kansas Department of Agriculture KDA after one year of service.


Minimum Qualifications:

  • One year of experience in general office, clerical and administrative support work.  Education may be substituted for experience as determined relevant by the agency.
  • Knowledge of computers and work processing included Microsoft Office Suite.
  • Good written and verbal communications skills.
  • Strong organization skills.
  • Employee must have a valid Class C (or higher) Kansas driver’s license or equivalent license from another state. Employee is responsible to maintain an acceptable driving record to safely drive state vehicle and be willing and able to fulfill all job-related travel normally associated with this position. 

Preferred Qualifications (not required):

  • Microsoft Excel proficiency.
  • Familiarity with the state SMART system.
