Position Summary & Responsibilities:

This position will remain posted until filled.

Location: KDA Headquarters in Manhattan, Kansas.

 This position serves as administrator of the Weights and Measures program and is responsible for administering the Kansas weights and measures statutes

Administration.  This position is responsible for developing program budget goals and objectives to ensure statutorily assigned duties are completed in an effective manner.  The position is responsible for preparing the Weights and Measures program budget for submission for review and inclusion in the KDA budget, and for proper monitoring and oversight of program expenditures.  The position is also responsible evaluate current statutes and regulations as needed, and work in cooperation with supervisor, Secretary, KDA fiscal and legal teams to draft revisions to those statutes and regulations to be included in agency legislative proposals. 

Enforcement.  This position must ensure all statutes, rules, and regulations assigned to the Weights and Measures program are consistently applied.  The position is responsible for making sure inspections, testing and certifications are properly conducted by program staff and for ensuring that proper enforcement actions are taken when violations of assigned laws have been identified.  Work is performed in concert with the Office of the Secretary of Agriculture and agency legal staff.  The incumbent is also responsible for the development and implementation of applicable regulations for assigned statutes.

Supervision.  This position is responsible for direct guidance, coordination, and supervision of program staff and their activities.  The incumbent directly supervises the PMEP (fuel) supervisor, MEPP (scales) supervisor, and administrative assistant positions, including annual performance reviews. The position is also responsible for identifying training needs for program technical and clerical staff and assisting those staff in maintaining necessary certifications and enhancing skill levels.  This position also ensures that the program maintains National Type Evaluation Program (NTEP) status with the National Conference on Weights and Measures.

Agency Representation.  This position represents the Kansas Department of Agriculture as necessary in professional associations including the National Conference on Weights and Measures and Central Weights and Measures Association.   The incumbent works in cooperation with the National Institute of Standards and Technology to maintain consistency of the Kansas weights and measures program with national standards.                                                                                     

Other Duties.  This position may be called upon to perform other tasks as deemed necessary by the Office of the Secretary of Agriculture.  The position also serves to advise and assist the Secretary in development of agency and program policies on issues.


Minimum Qualifications:

  • Bachelor’s degree in related field.
  • Five to ten years’ experience managing and supervising multiple employees.
  • Five to ten years’ experience in long-term project management.
  • Experience managing large, complex budgets; analyzing program trends; and anticipating long-term program adjustments.
  • Highly proficient in written and oral communication.
  • Experience in creating and giving presentations.
  • Employee must have a valid Class C (or higher) Kansas driver’s license or equivalent license from another state. Employee is responsible to maintain an acceptable driving record to safely drive state vehicle and be willing and able to fulfill all job-related travel normally associated with this position. 

Preferred Qualifications (not required):

  • Experience working with state and/or federal government agencies.
  • Some knowledge of weights & measures testing and standards.
